Mobile home parks increasingly owned by private equity firms, hedge funds, and large corporations - see PESP's tracker

Key Points

  • Over the past 20 years, manufactured home communities increasingly have gone from “mom and pop” enterprises to ownership by private equity firms, hedge funds, and large, multi-state corporations that seek to capitalize on manufactured-home owners’ unique situation.
  • In 2020 and 2021, institutional investors accounted for 23% of all manufactured home purchases, up from 13% between 2017-2019. [1]
  • Eleven private equity firms own 1,095 manufactured housing parks in the U.S. with over 240,000 lots.  
  • Three of the four largest private equity firms in the U.S. [2] own manufactured housing portfolios: Apollo Global Management (Inspire Communities), Blackstone (Treehouse Communities), and The Carlyle Group.

The California Department of Housing and Community Development (HCD) is providing notice of a public comment period for proposed regulations implementing the Mobilehome and Recreational Vehicle Park Manager Training Act (Act) established by Senate Bill 869 (Chapter 662, Statutes of 2022).

 

The Act created the Park Manager Training Program (Program) within HCD. The Program must ensure that at least one person for each mobilehome park or recreational vehicle park receives specified training and examination to carry out their management role.

 

HCD invites written comment for consideration during the following public comment period:

 

Thursday, May 23, 2024 through Thursday, June 6, 2024

 

All written comments received by HCD, within the specified public comment period and pertaining to the proposed regulatory text, will be considered. However, formal responses to public comments will not be provided by HCD. Written comments must be received by HCD no later than midnight on the last day of the comment period in order to be considered.

 According to the Marin Independent Journal: "Residents at the Marin Valley Mobile Country Club in Novato might form a limited-equity housing cooperative to purchase the city-owned lots their homes sit on."

North Bay mobile home owners rally against landlords' soaring rent demands

" Each of the three mobile home parks -- Youngstown, Little Woods and Country Side -- is protected by rent control laws yet most residents have received rent increase demands well above the limits. In the case of Little Woods, a park with a high percentage of Spanish speaking people, the increases are as much at 300 percent and many are stuck because they own their mobile home but not the ground it sits on."
