Governor Newsom Takes Executive Action to Establish a Statewide Moratorium on Evictions 

The order is effective immediately and will apply through May 31, 2020

Builds on the Governor’s previous executive action authorizing local governments to halt evictions

SACRAMENTO – Governor Gavin Newsom today issued an executive order banning the enforcement of eviction orders for renters affected by COVID-19 through May 31, 2020. The order prohibits landlords from evicting tenants for nonpayment of rent and prohibits enforcement of evictions by law enforcement or courts. It also requires tenants to declare in writing, no more than seven days after the rent comes due, that the tenant cannot pay all or part of their rent due to COVID-19.

The tenant would be required to retain documentation but not required to submit it to the landlord in advance. And the tenant would remain obligated to repay full rent in “a timely manner” and could still face eviction after the enforcement moratorium is lifted. The order takes effect immediately, and provides immediate relief to tenants for whom rent is due on April 1st.

Today’s action builds on Governor Newsom’s previous executive order authorizing local governments to halt evictions for renters impacted by the pandemic.

Great News For Residents Of Last Casitas and Carquinez Highlands Mobile Home Parks!



Update On Las Casitas Evictions:

We now have only five evictions or 60 day notices caused by HCD at the Las Casitas Mobilehome Park in American Canyon, California which we are working on with Senator Bill Dodd .


Rent Stabilization: 

We are also working on Rent Stabilization for Napa, Yountville and St. Helena, California. Fair Housing of Napa Valley is willing to work on this project which is a great thing for everybody living in mobilehomes. Remember, Never Never Never sign a long-term lease in a mobilehome park you do not have to, it is not a law and you can challenge it!


Carquinez Highlands Mobilehome Park Fees:   

Also we have at the Carquinez Highlands Mobilehome Park, I am working very closely with Walter Newhall Jr. on waving the service charge you find on your bill each month, and it goes back a number of years and is now up to $22.86, as it seems to increase quite “frequently”, this is not our responsibility to keep his water lines up in a mobilehome park. I don’t care to do this. This is like a pass-through people are paying it as I am myself, this is illegal and I will stop it this, as it is called failure to maintain, it opens them up for a lawsuit! Remember folks we just rent the dirt, they are to supply water lines, gas lines, electrical and sewer when you rent the space. I hope you have Rent Stabilization in your area!

Just a quick update for the residents of Carquinez Highlands Mobilehome Park, after several meetings between Mr. Walter Newell Jr. and myself the latest one being today January 13, 2020, beginning on our February rent statements the “Service” charge of $22.86 will no longer be on there and if it is please call me.

VMC Prevents Eviction of 23 Seniors In American Canyon


Demonstrators against Las Casitas Evictions

23 senior residents of the Las Casitas Mobile Home Park in American Canyon received eviction notices this past Christmas Eve.  When alerted,  VMC immediately contacted officials at both the local and state levels to raise awareness and request assistance.   VMC also helped coordinate remediation efforts to address the causes of those evictions.   Working together, the evictions were cancelled. 

VMC especially thanks Senator Bill Dodd and Governor Gavin Newsom for their quick support in averting this tragedy.   Through their actions they proved that they truly understand the  meaning of 'public service'.
